MOST states belong to the Interstate
Compact, which means that they trade and exchange information about all motorists' safety, violations, accidents, etc.
Only about a handful do NOT belong. I don't know about N.C. California does not.
Odds are, they do. But check the statute books, or call a North Carolina attorney to be more sure.

Yes they check and you don't need to be driving if you got a DWI, anyhow! You could have killed someone. Get some help and stay out of the driver's seat.

Yes, all state will perform a check with all other DMVs. They want to make sure that you are eligable for the license. Plus the license is a direct link to your criminal record.

Wouldn't going to Vermont for another license be easier? I know lots of people who have gotten suspended or revoked licenses in NY and hopped a couple miles over to Vermont and got one no problem.

Yes, and if your licence is suspended or revoked in one state it is illegal to attempt to get one in another state.
You will be asked on your application if you have ever had a licence revolked or suspended.
