The program age level before Brownies is called Daisy Girl Scouts - this program is for girls aged 5-6 and in Kindergarten or First Grade. Daisy Girl Scouts is a one year program where girls learn about becoming better people by exploring the 10 parts of the Girl Scout Law. As they learn about the law, they earn petals that will make a full Daisy when completed.

It is a much simplier program - and this age group can not sell cookies or camp.

Girls become Brownies in the first grade.

You're close, the level before Brownies is called Daisy. Cute blue uniforms. I think they start around age 6.
The levels go: Daisy, Brownie, Junior, Cadette, Senior.

I highly encourage your decision, Girl Scouting is a great program and instills some really wonderful values. All the women I know who were Girl Scouts, the longer they were in it, the more community-focused and responsible they turned out to be as adults.
