The VHS tape will be placed in a workplace library for staff to use. I need to clear space on my memorex mini dvd+rw.

Assuming you have a dvd player and a VCR hooked up to the same TV, play the DVD on your TV and hit record on your VCR at the same time. The VCR will tape whatever is playing on your TV.

As long as the dvd is not copy protected U should be able to connect the output composites of the dvd playerto the input of the VCR then press play on the dvd and record on the VCR.

you should be able to play the dvd directly to the VHS deck and record it that way. I'm assuming the dvd is home made and not copy protected. Use the video out and audio out cable from you dvd recorder/player and connect them them to the corresponding audio and video in on your TV then use the outs on the tv to the ins on the VHS recorder.
For best quality be sure to use 75ohm double shielded cables.

Connect the "Out" jacks (Video and Audio) of the DVD player into the "In" jacks of the VCR. Hit "Play" on the DVD and "Record" on the VCR.

Of course, this will not work with copyrighted material because of Macrovision.
