Its used but considered to be new by buyers and the guy trying to sell it to you. Be careful its not a Lemon and find out why its being sold with so few miles!

If my understanding is correct, if the car has not been registered with the state yet it is considered a new car. If it has registered is no longer a new car.

It's still new, though it's ever so slightly used.
Sometimes they get those miles by test driving the car. It's still new if you get it at a dealer. If it's guaranteed for 100,000 miles, then you would actually be allowed to go 100,266 miles.

Yes, the mileage is probably from transporting the car from wherever it came from to the dealership.

What year and make is it? You can haggle the price. moving the car in the lot and test drives can add up.
Look at year make and model if they are recent then it's okay to buy.
Just remember just haggle the price lower.
