Are u sure that the guys likes you? Do you also like the guy? I think the problem is that both of you are afraid of being turned down may the guy thinks if he makes the move he'll be turned down.
Sense of humour usually comes into the rescue in this sort of situation ask jokingly if whether he will wait until the earth is taken over by apes it works........

you make the first move. girls/women want everything be equal, a level playing field??? well, that goes for first moves. I have had more women make the first move than I have made, but maybe I've just been with confident, aggressive women...which is a huge turn on from all the shy, naive, insecure ones that fill the world.

You do the first move.Maybe he thinks that you don't like him so he doesn't want to show you his true feelings about you because he is afraid of losing you.Do the first move before someone else will and you will lose him forever!

Ask him out. May be hes shy or thinks your not interested in him. I thinks its great when the girl makes the first move.
