She told me she was really into casual hookups with a lot of guys, and she knew I had a big infatuation with her. She would spend time with me, and act like we were friends, but never really gave me the "green light" signal that women usually give when they want to "do it."

Because she didn't want you. Just because she wants sex and hooks up with all those other guys it doesn't mean she will hook up with you.
You are her safety net, you are the guy who is a true friend and appreciates her for what she truly is. In plain English: She thinks you are ugly and that you have no balls.
You have to choose whether you want to be her friend or whether you want to ***** her, because I dont think she is interested in a friendship with benfits

It sounds like she didn't want to break your heart. if you two had "done it" then you would have fallen for her, hard. And even though she doesn't mind the casual relations it sounds like she valued your friendship and didn't want to hurt you.
