Look her in the eyes, so she knows you mean it (and you had better danm well mean it), and say "I love you."
Don't worry about it...I wondered the same thing once. I understand it can be kinda scarry to say it because people avoid that word so much, but it's not that bad. All the roses in the world don't mean a thing if you can't tell her.

Here's the best and most lasting way:
By demonstrating that you are volitionally (willfully) and deliberately choosing to put her best interests ahead of your own.
You'll demonstrate this in big and small ways - from your discussions about what the future holds for you, to what restaurant you go for dinner, to what movie you see.
This is the real definition of love - not what you feel, not how hot you think she is...but that you are choosing to place her best interests (which, by the way, is NOT always what she wants, or what she thinks she needs...but what in your estimation is really best for her) before thinking about yourself, what you want, etc.
So do you really love her THAT much? Time, and your actions, will tell.
Best to you both.

Show it through your actions more than with your words. Either way, the girl will likely give you some sort of "aww" response. However, love is tested and shown through longevity and a good example of one backing their words up with actions. Treat her as you would desire to have her treat you and love her as you would love yourself. Lay your desires aside and allow her interests to become parts of your own. In reality, love ought to lead to marriage, in which the both of you will become one person. Aim for that now in the way you treat her and, once again, live it more than you say it.

Will if you like a girl and your barely going up to her the first time, you don't want to blurb out that you love her....no, no that might just scare her! For some girls it takes awhile to get to know when she loves the opposite sex. So just takes things slow for awhile, talk to her, get to know her, and try to show her that your interested in her.... it works...believe me, I'm a girl!!

treat her well.
appreciate her
honor, respect, cherish her.
if that means buying gifts, do so. if it means just telling her u love her once in awhile, do so. if it means doing things for her, do it. whatever she needs and wants, u have to be willing and able to take care of all of it.
i hope this is your girlfriend..if it's not and ur stalking her, it may be quite different...
