Anyone with a modest amount of financial means can buy a boat and take it to sea. The question you should really be asking is: Are you AND the boat prepared to take such an adventure safely?
Normally, a boat must be properly outfitted to take on the elements of the open ocean. There is a multitude of safety and other equipment (flotation devices, distress signals, radar, GPS, fire extinguishers, weather warning systems etc. etc.) you will need to invest in. These will probably be in addition to what you spend on the boat. Remember, buying the boat is the cheap part. The ongoing cost and maintenance is what you have to begin to focus on before buying it. You will also need to purchase the necessary spare parts and backup systems in case of failures.
Also, you need to have the necessary experience in handling a boat in all types of conditions, performing proper navigation, fixing things when they break (not if they break), and getting yourself and whoever is traveling with you to your destination safely.
Good luck. The rewards are great but so are the risks.

You have a right as long as you are taking it some where that allows the public to take their boats out to sea. If it is private property that you do not own. Then you don't have the right.

Yes, you have the right! Do it!
But, sea is female.
So learn to respect sea, learn to read weather and don't be risky.
Sea never forgives and always punishes (in a way)!
I'm many years on board...

essexfriendly has it right; anyone can take anything to sea w/o any gear,equipment, experience or common sense. Only exceptions are..everywhere the boat must be registered ( US/UK for sure) and the Coast Guard or MCA has the authority to stop "Manifestly unsafe voyages" ie you're trying to paddle a bathtub across the English Channel..
if you are I think you should be allowed to and we can all look on it as evolution in action.....

As far as I know you can but I would recommend you get lessons and become a qualified captain or something the sea is a very dangerous place if you dont know what you are doing (it can be a dangerous place even if you know what you re doing)

As far as I know there are no restrictions, but I think that the vessel must be seaworthy & have fully operational radio system ( Not a mobile phone)

if your a novice DONT you will be a danger to all and sundry and risk to yourself and always remember those guys out there who do all sea rescue can do without you adding to their total. you do a wonderful job guys
