The answer is one which deals with the concept of general revelation. As opposed to specific revelation (which refers to a messenger being sent to preach the Gospel), general revelation refers to the heathen's innate knowledge that there is a God, a Creator of all that is and a Sustainer of this very existence. Those who choose to recieve God's light through His general revelation through Creation will be sent more light. More specifically, they will be sent the light of the Gospel of Christ through a messenger of sorts. However, if one cannot first acknowledge and believe in God through the visible Creation which He has made, their end is condemnation unless otherwise persuaded by a messenger of the Gospel, or Creation itself followed by belief in the Gosple via a messenger. "For what can be known about God is plain to them, because God himself has made it plain to them. For since the creation of the world his invisible attributes-his eternal power and divine nature-have been understood and observed by what he made, so that people are without excuse." (Romans 1:19-20)

I think that the last six words allow it to speak for itself. People are without excuse. We suppress the truth. (verse 18) There are no real atheists or agnostics. There are only rebellious people who do not love the truth. They deny the truth instead.

For if what the Bible says is the truth, they would have to change their ways, and very few people like to part with their sin. I know, I remember my time like that. I used to tell the dirtiest religious jokes you could think of, and blasphemed God numerous times. The regrets I carried with me were numerous.

But God does have His way with men. He did with me, and brought me to my knees. I surrendered. My arms were to short to box with God.

If you are house sitting for someone you have never met, over time you come to "know" them by looking around at where they live, what they have bought, what they have made, and so forth.

God has put the evidence of his nature in the world he made. We live in one of God's houses, and we come to know him by everything that he has created.

And it is plain as day, so that everyone is without excuse when they fail to look at the evidence of God by looking at the world he created out of nothing but his power.

You really need to read the full chapter to get the gist of it. I believe (and may be wrong!) that Paul is talking about how men know the goodness and purity of God, but they choose to turn away from it and finally the consequences of their actions catch up to them and they perceive it as being the wrath of God instead of the results of their actions.

My interpretation is that you need to clear your mind through meditation and ask the Guiding Spirit how He wants you to understand it. Peace is the test of the validity of the answer. If you ask, be prepared to listen for the answer. Most people do not have the patience when the answer to their prayers is wait. Keep searching for the truth, but do not depend on human beings to give you the answers you need.

The interpretation of this verse is obvious ...everyone has heard the message. But what this verse mean to me is that it is unnecessary for people to come to my door, because everyone has heard the truth. Yet when I go to church they want me to convert all my friends. That has always made me and my friends uncomfortable.

That creation itself bears witness to God. So when you get to heaven on judgement day and God asks you why didn't you worship him, you will say I didn't know. He will say that is no excuse.
