Is there freeware out there for this purpose? Also, how can you highlight portions of a .pdf doc? Do you have to purchase the entire Adobe suite?

you can find freeware and shareware programs to create PDF files (which is what you need).

Most of the programs people have suggested are for creating PDF files but none of them can edit a PDF file, which is what you asked. I own a website that sells a PDF Writer (http://www.nowpdf.com) and it can not edit a PDF file but I make it my business to know as much as I can about all the PDF Tools and software available.

When it comes to editing PDF files, Adobe Acrobat is not only the most expensive (about $300), it isn't even the best. Adobe Acrobat makes editing and highlighting difficult. Most programs that can do what you are looking for are around $80 to $150. The best for your needs are NitroPDF, PDF Converter Professtional by Nuance Software, or VeryPDF Editor. Lots of PDF editing software out there that are cheaper than the Adobe suite. I don't know a good free one but here is a list of shareware ones that you can use.

pdf995, is the best freeware version. And be sure to get the pdf995 attachments as well. Good Luck
