sub incentive pay timer starts when you volunteer for submarines, the pay clock continues once you are on a submarine, and is a factor of sea time and rank, but you can still get your sub pay while on shore duty as long as at least 14 months are obligated for a follow on sea duty.

Sub pay is based on time on the submarine, but it no longer stops when you depart the boat. It continues, but will not increase without additional sea time.

When I was in, it was time in the boats. Once you report aboard, you subpay started. If you left the boats for another duty station, like shore duty, you lost subpay.
