I have neighbors from hell.
I have tried many of the usual rituals but I know it can take time to shift negative people.
For those who dont believe in banishing you would if you lived next to these lot.
So lets see if you have any new ways to shift them,with harm to none.

devils dung
freezer spell
calling hecate
toilet spell
bottle in running water
Chanting
visualising a blue pentagram on their foreheads
Plus general protection work against negativity.

You've tried quiet a few things already! I am one of those people who is not a proponent for banishing, but I do want to help you if at all possible...
I like the idea about encircling them in light -- simple and easy. I don't know how they are being annoying... if they are harassing you and won't leave you alone I have a Breaking the Bonds ceremony you could use to help to energetically detach them from you.
It could be as easy as a spell... something to symbolicly send them away. If you are adding the addage "With harm to none" or "For the greatest good to all" at the end of everything you are are doing it it possible that sending them away will be harmful to someone. And, as someone mentioned, that someone could be yourself because you are meant to learn something from them.
I wish I knew in what way they were bothering you, as someone else said, too. That would help in determining the best way to handle it.
I could try to write you a spell -- but it will include the "harm none" and "for the greatest good", so if it doesn't work you'll know why... If you are interested in having my write a spell/ritual for you let me know (send me a message). No charge of course-- LOL. I would need more specifics about how they are bothering you, though...

Try a more tatical approach by contacting your local authority and lodging a complaint. Question: do they disturb others that live in the vicinity? If they do, speak to those people and united lodge a complaint and persue the problem until it is resolved.

Give them love. Even if they do not accept it, it will reach someone who will. Sometimes, they are not meant to be turned. They are here for us to learn a lesson from them.
