rope isnt tied to anything,
there is another bail of hay,
or hes tied ten feet away but was going in the wrong direction so 10+15=25 ft away and when he went the other way he could reach it

The 15ft. rope is only tied to the horse, nothing is on the other end, so the horse can move anywhere it wants. It has some rope dragging behind it, but the horse probably couldn't care less, its the hay he/she's interested in. Got anymore riddles?

A horse on a 15 foot rope could move anywhere in a 30 foot circle, (assumming the rope is tied to a post on the other end).
The horrse could simply walk over to have his lunch - 25 feet away.

becuase the bail of hay is 25 feet from you who is 10 feet from the horse, which would make the horse able to reach the hay
