Actually he very well could have been. Although "retarded" wasn't a term back then. But his physical body meant nothing compared to his inner spirit. He may have had some form af disabillity but it didn't affect his mind like that.
Many believe that one of the reasons we have Mentally retarded people is that Satan cannot fully infiltrate their minds. They are in fact the purest of spirits just like a newborn. They need to come here and receive a body as part of the plan but need more protection from the temptations to fall to the other side.
