No, food products are sold by the weight of the product NOT the packaging or wrapping. So that kilo of sirloin you bought - weighed a kilo, not 990g and a bit of padded paper and some string plastic.
ALL 'fresh' meats whether chicken, beef or even fish will lose some fluid simply be sitting. This is normal.
The few meats that have massive amounts af water added are bacon (a LOT) and pre-cooked cold meats such as ham or chicken where water is added under high pressure to make it juicier.

The paper in the bottom of the tray is to help stop the meat discolouring on contact with the plastic. Next time you go shopping take a look. Any meat that comes into contact with the plastic starts to go brown where it touches. That's why sometimes it's reduced early before it's display until date. It does help to absorb the liquid too.

After reviewing the answers, I agree with the majority who responded that the little 'cushion' is there to soak up the excess fluid.
As to your paying for that?? Of course you are .. but not by weight. Meat is weighed with a 'tare' subtracted. The tare is the weight of the packaging. So, if you buy 1.1 pounds of meat .. that is what it should weigh after you remove it from the packaging.

If you buy it at the butcher counter in Tescos they don't put the paper on the bottom, it's only the prepack isn't it?

It's also there to keep bacteria off. Unless you want to just to have the squirts. I'll pay the extra fractions of a pence and poop firm. :D
