That depends on how approachable they are? I would try and speak with them directly because they may not realize that there is a problem and they may be very apologetic and willing to work things out. On the other hand if they tend to be wild and belligerent you may want to use a mediator such as someone that they have a good relationship with, an apartment manager or the police if necessary.

Happened to me. I waited until the next day, so I wasn't trying to reason with drunk people and I went over there. Without being confrontational, I explained that their weekend noise until 2am was really disturbing. They apologized and agreed. Two weeks later went back to the same thing, so I went over there and they shut the party down. Two days later, it happened again and I called the police. Been quiet ever since, but they don't wave hi anymore.

Ask them to quieten down a bit if they do not cooperate call out your local council or police to give them a warning there are certain laws as to how much noise levels can raise and what time of day this is allowed sorry i can't be of more help.

If you have already tried the usual and common sense approaches such as talking to them, then unfortunately you probably can't. It is really difficult to change someone else's behavior.

A peaceful life is worth a great deal. If it was me and the noise was so bad that it really bothered me, I'd move. That may be the easiest solution.

You could call the police all the time, and make nuisances of yourselves. Or, wear ear plugs in your home to soften the loudness. Or, have a chat with your neighbors and ask they tone themselves down a bit...nicely.

Talk to them and ask to have the noise turned down a couple of decibels.
