You can get some great deals to Egypt which will be warm.

Also the Canary Islands tend to have the summer a bit longer than the rest of Europe.

You can also go futher afield to places like Asia, which are cheap once you get there, but I'm guessing that your tight budget won't go that far?

Florida is a great place to go in November. It is very sunny and dry and the prices are still low and it is not high season yet. After have lived their for years, I can say that it would be the time I would visit. The crowds are not that bad, and the weather is simply ideal. If you want something a little out of the ordinary try Puetro Rico as the weather would be nice and the prices will be low compared with other islands.
The first person who answered your question with Egypt does not understand apparently what a budget means, and seems to think traveling to Muslims countries is safe... hmmm...

Cha-Am Beach, Thailand. Nice & clean beach, cheap cost of living, good food and a lot of hotels & guest houses which is suitable for budget traveller, easy excess by train, bus or car from Bangkok ( only 2 1/2 hours ).

Head to Philippines, Thailand, Singapore or Bali. Will not be too expensive. Maybe take out Singapore :)
