Yes there is, and it is very simple:

Log into the old Yahoo mail account and click on Address Book. Then click on Import/Export (top right corner).

Export in Yahoo! CSV format. Save the file to your desktop so you can find is easily.

Then log into new Yahoo! account, click on Address Book, Import/Export and follow the Import instructions. Change to Yahoo! (.CSV) and browse to your desktop (or wherever you saved it) and select the file you saved the first time and upload.

Should take you less than 2 minutes!
