There are dozens of small cities just in my state and they rely on the county sheriff office for thier police. This is very commom in rual america

The cities of Silver Spring, Maryland and Bethesda, Maryland don't have police departments. The city is policed by the Montgomery County Police Department.
If a city doesn't have its own police department, the county police and/or state police have jurisdiction to provide police services.

There are a lot. Smaller cities that do not have enough money to support it's own police department will contract with the sheriff's department.

Many..
I know that New Iberia LA disbanded its municipal police dept.
several years ago and gave the duties to the County Sheriffs dept.
