Depends on your definition of the word holy. For instance, pure water is rarely pure, but it meets a certain definition of the word pure.

A priest is given the power to bless things by his consecration and acceptance of the Sacrament of Holy Orders. Yes he can turn water into "holy water" with the power given him by the Holy Spirit. This comes directly from Jesus Christ himself when He told his apostles they would be given the power to heal the sick and perform miracles and this is passed on down through all validly ordained priests. If he can change the bread and wine into the body and blood of Jesus Christ during the consecration of the Holy Eucharist at Mass, then blessing water to make it Holy is able to be done also.

But seriously, folks, the Bible doesn't say anything about "holy water."

When I was in the Air Force, I worked in the chapel, and needed to put out little bowls of holy water for the Catholic services. There was a big pot in the back which was supposed to contain water that had been blessed by a bishop, but the pot was empty; for over a year, I filled the bowls from the tap (with the priests' knowledge and approval).

The priest asks the Holy Spirit to bless the water and make it holy. Since God created all things, anything can be blessed and made holy.

Water is a symbol that is mentioned many times in teh Bible, from the waters of the flood that cleansed the earth, to the waters of the Red Sea that were parted to allow the Israelites their freedom, to the waters of the River jordan in which Jesus was baptized and He heard that He was the Son of God.

He can certainly bless it, after that if the person receiving the water believes that it is holy and can benefit them then that power of the mind can probably do amazings things! (Meaning that if someone thinks the water is holy and lucky or whatever they wish it to be then any good that happens after that will be linked by them to the water). Basically if you tell someone that it is holy, that's usually enough! Hope that makes sense.

A man can turn water into holy water... is he sees the water as holy water to start with, and his followers believe that he can do that.... I think it is all a matter of faith and perception...

Yes. There is an anointing on a consecrated priest that gives him power to bless. Water is just one of many things that can be blessed. I've tested the holy water against certain dark influences and it's power is real.

It's as ancient a belief as is religion itself. The idea that the wise man/woman, shaman, chief, or priest set aside this that or the other thing specifically as the great cave god's portion, or was used to cleanse the peed-on-world-tree of Bob there's, well, uh, 'mark', was the beginning of the idea of 'consecration'.

Sorry fellas, this one predates Christianity and even Judiasm.
