I am a Filipino, just graduated with 5 years bachelors degree in electronics engineering. I wanted to pursue my study and career in USA.

first you will need to find a graduate program you would like to enter and apply... i suggest apply to the best you think you are capable and can affiord (strive for the best)....do searches for the best grad schools.... yahoo and googles are good for that.... and there are lists out there for that.... then apply.... get admitted as a international graduate student.... try to look for ones that offer you stipends etc if you are looking for aid... or if you want to pay it out of pocket that is fine too.... then once you get in they will send you an I-20, and you will go to the embassy and with your documents I-20, financial statements/stipend paperwork and your admittance letter your will go apply for your F1 visa....don't apply too early.... you can only get it with in i think 60 days (not sure)..... make sure you appy to a seivis approved school (the last link)
