If you actually witness a sales clerk selling tobacco products to someone you know for sure is a minor you simply notify the manager of the store of the problem. It's up to them to deal with the employee and stop this illegal activity NOW. Another option is to notify the police department of what you witnessed--then it's up to them to do the investigating and is out of your hands. If you didn't actually see it happen but suspect it is, you need to still speak to the manager of the store--they can usually look at the security tapes and find the person you suspect is underage.
