Cats have a very short digestive tract. Some food, goes just right through a cat, not very much changed from when it went in. Dogs can smell this. Dogs are not picky. This is why they are such an evolutionary success. Picky eaters go extinct.
Cats are pickier than dogs, eating only meat, and letting some of it go to waste like this.
What cats think when they see dogs rooting in the litter box can be imagined.

Because they like it. I'm serious. I'm trying to figure out to make a dog food that tastes like cat poop I bet I'd be a billionaire.

Cat food is higher in protein than dog food. Since cats can't completely digest the food, they excrete a lot of protein which dogs love.

"ahem" it's hard not to laugh at folks who're so poorly informed. Dogs are scavengers, my dear - pups will even eat their own poop if mommy dog does not come along and clean up after them - by eating her puppies' poop.
