Because your hard drive was out of disk space, it deleted the restore points to make room for you real data. (Would you prefer it had deleted your pictures instead?). Once the restore point files are deleted, they are gone. Free up space will not let the computer put them back. It does not have them anymore. They were deleted. About all you can do is make a new one now.
Also, if you are that low on hard drive space, you need to free some up before Windows starts deleting itself next, corrupts the hard drive so it will not boot, and you lose everything. You need to get 10% minimum of your hard drive free to keep Windows running correctly.

If you have removed the restore points, you cant get them back I'm afraid, the best thing to do is free up space and reactivate system restore.
You could combat this by making regular backups using winbackup and copying them to CD or another pc, so you can restore from that backup if needs be
There is a program called r-undelete which will retain lost data

Try looking for data recovery software. I can't recommend one, but look for something that you can use for free. You may get lucky and retrieve what you have lost, otherwise, once it's deleted, and not in your trash bin, it's too late.

see we files and restore points deleted can not be get backed many times but there are some softwares from which u can get back the deleted files back too. u can try u search the software from download.com. just ry it.

perchance the computer to procure is an previous one with elements no longer as a lot as prominent gaming. I browse pcs on eBay from time to time and a lot of them are very low spec - like 256mb RAM and 4GB HDD - completely ineffective for modern purposes
