Confiscate his sterio.
He should wait until he is fully grown up and has his own flat and neighbours. Then he can play his music as loud as he likes (but will probably have to put up with the complaints.
Just give him a little advice when he is going out into the big-wide-world. Make sure that he doesn't upset too many people and to check the neighbours houses for cats before he buys a place...
IT IS A FISH - stop playing music too loud close to the tank. Water conducts sound better than air and it will be bad for him.

YOU TAKE A WALK OUT DOORS, LEAVE YOU GOLDFISH TO ANSWER THE PHONE ON YOUR BEHALF.............
HALF AN HOUR LATER, TELL THE GOLDFISH TO WALK YOUR DOG AROUND THE BLOCK & MAKE SURE IT COLLECTS ALL THE DOG POOP FOR A LATE NIGHT SNACK.

I would feed him lots of food for a couple years and then when he is good and fat eat him for dinner. Then you will no longer need to worry about his hearing
