No. Unless a person who follows similar values as Islam teaches but doesn't consider himself a Muslim. But then that person wont be considered Islamic either. They both go hand in hand with each other.

I just tried to read a book about Islamic philosophy. I'm afraid like
all philosophical type books. It had far two many words to explain
what I feel can be explained in fewer words.
It stated that Islamic thought comes from many individuals put
together. There is a new thought called Bahai. It appears to be a
progression from Christianity, Islam, and to its day. The
Bahais I'm afraid, seem to be stuck on Baha'u'llah, like others
get stuck on their prophets. But Baha'u'llah himself said there
would be a new messenger in our age.
