Actually, New Orleans isn't doing too badly compared to the surrounding areas. I've been down there a few times to build houses, and it's mostly the suburban areas outside the city that are still uninhabited wrecks. The city itself is, while not back to normal by any means, functional.

The sad part of it is most victims that find it hard to return is due to most insurance companies misled them to believe that they were covered from this kind of disaster. What's even worse is that the state is allowing those same insurance companies to sell off the property to either more "de$irable" buyers and/or to foreigners who wait for these kind of things to happen so that they can take advantage of the business loans that banks provide at almost 0% interest to middle-easterners.
