Tell the manager. And remember that there are some silly fools among customers who just as a trick may have emptied the dispenser and the manager may ignore the problem till the next time the maid will fill it again, probably the following morning.

B- Absolutely tell the Mgr. Imagine eating something prepared by the cook who had not wased with soap after wipeing their butts. Or after a man peed on his own hand. Oh yuk.!!

leave the restroom and tell the manager so they can fix the problem, proper handwashing is the number one form of infection control.
