Adobe Acrobat is best, buts its spendy .....
However, you can find freeware and shareware programs to create PDF files (which is what you need).

I m utilising Scansoft PDF Create.its really ordinary brilliant click on your microsoft be conscious and it has a line affirming convert to pdf. purely click that and in a couple of minutes you'll get the M. be conscious switched over. it extremely works all precise. even with the undeniable fact that im not particular if its loose cos i have been given it from a chum. per chance you could attempt google the Scansoft PDF.good success.

you can edit pdf files in adobe acrobat reader also but there are a lot of softwares availaible on the internet by which you can edit pdf files. try to search on "www.download.com".
