Why doesn't the ice cream in Spain that is put on top of hot coffee melt? What type of ice cream is it?

Most people use a whipping cream to top the Spanish coffee. They probably store the whipping cream in a batch at a cooler temperature to make it more textured.. This will melt slowly - even in hot coffee.

Don't they use evaporated milk? they top the coffee with that and call it bonbon
