Context:

Opec has become a respected international oil organization whose actions are far from the bad cartel practices. Opec success in stabilizing oil prices by establishing a lower price band is an example of the efforts it has made to prevent the bad impacts of price volatility on the world economy. Furthermore, the assistance given by the Opec Fund to developing countries SERVES/SHOWS/IS a manifestation of solidarity with the developing countries and Opec contribution to the world’s sustainable development.

"Is" is the best choice. Also, I think you should change "bad impacts" to "negative impacts". "Negative" is the better word choice. As far as the previous response if concerned, I think that "far" is fine. According to the Oxford English Dictionary, "far" as an adjective can mean "fig. of remoteness or difference in time, relationship, or nature".

Nothing can serve as a manifestation, and "manifestation" includes the idea of showing.

"Is" is borderline acceptable but why not just "shows solidarity"?

Better yet, "OPEC shows its solidarity with developing countries and contributes to the world's sustainable development through its Opec Fund donations to developing countries."

While you're at it, "actions" can't be "far" from "bad cartel practices".

The first one. Here are the reasons.
You prefer active sentence and manifestation is shown, not served.
