To find a responsible breeder check with kennel or breed clubs in your area. Go to the AKC site www.akc.org and find a listing for the clubs in your state. Also if there are any shows anywhere near you go and watch the Cocker classes and after speak to some of the Cocker people there.
Make sure the breeder you chose does health testing (not just simple vet checks) on parents, does careful pedigree research,doesn't sell puppies under 8 weeks of age,helps match the right puppy to your family, either shows or has their dogs evaluated for breed worthiness, breeds for health, conformation, longevity and temperament.

Which city/ town do you live in? Look at Yellow pages or get details of breeders from your kennel club.
Before buying, if possible look at both the parents. Avoid the most and least active of the lot

There are two kinds of cocker spaniels. American Cocker and the English Cocker. You didn't say which one. :)
