Rice Krispies (called Rice Bubbles in Australia) is a brand of breakfast cereal that has been produced by Kellogg's since 1928. They are made of a sugary rice mixture which is shaped into the form of rice kernels and toasted. These kernels bubble and rise in a manner which forms very thin walls. When the cereal is exposed to milk or juices, these walls tend to collapse suddenly, creating the famous "Snap, crackle and pop" sounds. This is in contrast to puffed rice, which was introduced in 1904.

Rice Krispies are homemade treats made of puffed rice (called Rice Krispies), marshmellow creme or marshmellows (either work) and melted butter/margarine. They are easy to make, but it's a very sticky process.

Puffed rice is readily available in India. The marshmellows or marshmellow creme can be found in some shops that carry international brands. Use margarine, because butter is too salty, and you, too, can make them.

Re. "its a control thing." Yes, I imagine it is. It must be bizarre, not to mention extremely difficult, having the state tell you what is and is not appropriate nutrition. And one's life must be hard enough if one ends up receiving government cheese, without being denied the -- how to put this? -- socially affirming benefits of a nationally advertised good. "The expensive cereal is for the better-educated mothers, lady. Move along, now." It's a good way to keep the poor as the Other. Imagine the insult you have already gone through if you would rather have purchased bulk ingredients on sale with which to make your own granola or muesli, but those cheaper ingredients are not "approved," thus, a ready-made box will have to do. Can you have the cereal you recognize from childhood, please? No; your diet is under state control; it must be Krispy Rice. I'm not American, but I did live in the States for a few years, and one of the first things I noticed was these weird letters -- "WIC" -- next to some of the groceries in the supermarket. One of the second things I noticed was that "WIC" was often next to junk like processed cheese and chemical-fluff white bread, not stuff I, a healthy eater, would ever buy... One of the third things was the number of shameless jerks inclined to roll eyes or worse at people holding up the queue with WIC vouchers. It did not occur to them to complain to the government or store management that WIC was clearly a poorly run program at the supermarket level, but it was quite easy for them to piss on poverty-stricken mothers. A rather sad state of affairs. Plus, I find generic cereals _always_ taste slightly 'off' from the name brands. Not necessarily bad, but.

Rice krispies is nothing but a glamorized American word for good old Indian 'murmure' in Hindi, 'muri' in Bengali and Assamese. It's available everywhere in India even in the villages!
