When you are over the line with late payments, the power company will turn off the electricity AT THE METER.
If you still have power, then there is a wiring issue and some of your power is coming from someone else's meter.
DO NOT regard this as a windfall. It is a hazard and it can kill you. You have breakers for a reason. Yes, they can shut off automatically if they are overloaded. But sometime you may need to turn off the breaker in an emergency - and you will not be able to, because it's in someone else's apartment. Or even worse - maybe that outlet is on a circuit with no breaker at all!
GET IT FIXED ASAP. Report it to the apartment maintenance. To prove that this is happening, have them turn off all your breakers, then show them you still have juice to those outlets - they should understand the problem immediately. There may also be other miswired outlets in the building -- further hazards, plus you might be paying for other outlets. The whole place should be re-inspected!

Seems like 2 possibilities here...
1. If you are staying in Condominiums, Flat, ... apartment or linked house, your 3 Switch Socket outlet must be mistakenly tapped from the behind wall of the Switch socket outlet, which the behind wall is your neighbor...
2. Previous wireman or your previous house owner must have illegal or purposely terminate the Switch Socket Outlet directly before the power meter.

Wood burning stove with single hot plate and a stash of candles would provide the basics - stove is the primary heat source anyway. There is an old generator in the shed too but it is a noisy little sod, if the power is off for more than 12 hours it gets used to run the freezers - if the temperature is above zero that is ! Bigger hassle is when the water supply freezes.

Your in an apartment,there is some cross wiring going on.
At first I thought you were in a house!
When apartments are built and remodeled there can be some cross over.You were / are on a couple of outlets from next door or below.
The fun comes when they move out and you lose "those" outlets!
(until somebody moves in)

While your neighbors are paying for your three outlets, I can only wonder how many outlets your neighbors are using that YOU'RE paying for?
I think you should turn off YOUR main breaker for about 24 hours and see if any of your neighbors complain about no electric.

?? That's not possible unless your electric has been patched in to an extra supply. the good side is "It's free" the bad side is you might get prosecuted for stealing someone Else's electricity. Also you won't be able to turn off the supply to re-wire etc.
while it's still connected add extension leads to your "high usage" things and use it for free, then Deny it if you get caught!

Use this 3 outlets as much as you can as its free, let your neighbors beat the hell out of the landlord, and if some1 comes from electricity make yourself an idiot and say “I have no idea”. Have a nice free electricity ride.
