Typically, they do ask that you have at least one account in good standing, but there are many who will give you credit, even if you don't. Be ware! These companies typically charge outrageous fees and offer low initial credit limits. For an example, see below:
Available Credit and Cash Advance Limitations: The initial minimum credit limit will be at least $250 and the following fees will be billed to your first statement: Account Set-Up Fee of $29.00, the Program Fee of $95.00, the Annual Fee of $48.00, the Additional Card Fee of $20.00 per card, (if applicable) and monthly Participation Fee of $6.00. These fees will reduce your available credit until they are paid. If you are assigned the minimum credit limit of $250 your initial available credit will be $72 ($52 if you select the additional card option). http://www.creditcards.com/First-Premier-Terms-and-Conditions.php
Notice your available credit has dwindled down to $72 that you can use.
It's best to read the terms and conditions of each card before applying. Click the link below to see a few.

Orchard Bank and Capital One are known for higher interest credit cards but for being easier to obtain. You start out with lower limits to show that you can and will repay and they gradually increase you. Of course you need a certain credit score to qualify so it depends what you mean by "bad credit." Do not apply for too many credit cards or you will only lower your scores. Credit cards are easier to get than to repay so use judgement in what you accept such as interest rate and annual fees if any. That $300 card can easily be maxxed out and then overlimit after the finance charge and annual fee hits. I speak from experience.

You Can get a 350 dollar credit limit here. Supposedly there is no credit check and it is not a prepaid card.

As with all credit cards Be very careful with spending habits. It is good to keep them below 50% of the credit limit at all times.
