Of course it will grow again. Even if u don't have that much naturally it will become thicker and DEFINETLY grow back. The period when it stops it just seems like it. Because there is no drastic change so u can't really observe the growth between beard and longer beard.

Through personal experience I've found that when I shave completely, my beard grows back faster than my moustache. The only reason I can figure this is that I shave my beard more often than my moustache.
I've only shaved my moustache off like 10 times in my life... I've shaved my beard thousands of times. I'd also imagine it depends on your body too... Some people grow hair faster than others.
BTW, I'd say there is little chance of it not growing back, if there's hair growing there now, it'll continue to do so.

Scientifically conversing, there's no info that it truly is quite genuine, opposite to basic perception. (It does not even make logical experience! How might desire to cuting hair on the top influence the basis?) inspite of the undeniable fact that, the stubble that grows in after shaving seems thicker and darker because of the fact the fast length makes it coarser. it is likewise plenty less demanding to observe stubble strengthen than a comperable length of strengthen on longer hair. additionally, with connection with long hair, trimming will eliminate cut up and ineffective ends, making hair look fuller. All this finally ends up interior the easy false impression you quote above.
