It means he doesn't want to let you go completly, he still wants to hang on to you, & he doesn't want you to be with anyone else. Or maybe he wants to be friends, or special friends it's confusing hey...
I've been in the same sitch, when I got messages saying "I'm thinking on you" .... he's hoping I'd say "oh my I don't need to go anywhere now, you're thinking of me, I'm just going to stay home & not go out anywhere I'm complete." haha no...
I recommend you listen to Kim Wild's song: You keep me hangin' on..." If he's making it harder for you, his calling you, say you need a 60 day HE-TOX no contact for 60 days, then maybe you can try to be friends... Good luck hun!

Probably that he is inconsistant and undisciplined. Perhaps you should ignore him, after all he did break up with you, and look for someone who means what they say and says what they mean. Good luck!
