DirectX is a collection of APIs for handling tasks related to game programming on the Microsoft Windows operating system. It is most widely used in the development of computer games for Microsoft Windows. Props to: http://en.wikipedia.org/wiki/Direct_x for the definition.

Flash isn't better because games have to be written specifically for flash and it does have limitations. Flash is for web-based or served games where direct x is a set of commands usable by any program that allows multimedia content.
