If you can afford it, buy Arm and Hammer whitening toothpaste! It works really well. And floss your teeth. You can also buy dental instruments in drugstores that you can use to scrape the plaque off your teeth yourself. Buy an antiseptic mouthwash.
If you can't afford these things, use baking soda and peroxide.
Have you looked into options for going to the dentist for free (local dentistry schools or clinics?) or at a reduced cost? At your age, you may qualify for assistance. Call a dentist and ask.

I am studying to be a Dentist and I work at a dentist so I think I can give you a marginal advice.
If your Gum is bleeding every time you brush you NEED minimum of deep scaling and possibly more. You can worry about teeth whitening after your gum and teeth are healthy. There is no way around it. If you live around USC area, I can help you. Let me know.

when you mean poor what do you mean exactly? A cheap way is going to bath and body works and they sell this thing for whitening its that blue light thing dentists use and they work really great they are about 15 bucks which is great compared to what you would spend at the dentist as for gums bleeding.... get a softer brush and get a toothpaste for gingivitis

I don't always recommend this but rinse with peroxide and water. About two caps to four ounces of water. Rinse well, repeat after brushing. Just make sure you rinse again with plain water.
It will whiten and will fight gum disease which should stop the bleeding. You still have to brush though or they'll just keep bleeding every time you do.

my sisters dentist told her gums bleed because she doesnt floss u need to floss morning,night,and u can right after eating that is what stopps the bleeding
