Check whether it is installed or not on your "add remove program" which is located on control panel after uninstalling u can reinstall flash player.

oy oy oy - i was fighting it so long - here is the answer for this thing - Apparently there is a bug in Microsoft ActiveX Install/Uninstall.
If you change the version number and don’t change the ActiveX object and then delete the object sometimes IE/Windows gets crazy.
In such a case when you delete the ActiveX object Windows/IE does not actually delete it.
It stays hidden in the ActiveX dir and you can’t view or delete it using the normal way…
(By going to Tools/Internet Options/settings/View Objects…)
But I found a way to over come it:
You need to find the real location of your ActiveX directory on your computer. Open a command line and delete the file (you can’t view or delete it with the windows explorer).
The directory can be found at:
[Your OS Drive]\[Your Windows Dir]\ Downloaded Program Files
Examples:
1. On XP: C:\WINDOWS\Downloaded Program Files\
2. On 2000: C:\WINNT\Downloaded Program Files\
Open the command line and do:
1. To find the file: Dir “[Your OS Drive]\[Your Windows Dir]\ Downloaded Program Files” (you need to put “ around it because of the spaces)
2. To delete: Del “[Your OS Drive]\[Your Windows Dir]\ Downloaded Program Files\PCA.dll”

I have two answers.
(1) Thank your stars that flash and activeX don't work and celebrate! Both are essentially made for dumping advertisements on our screens and getting rid of them has always been a nuisance! If you achieved it, congrats!
(2) If you still badly want them back, go to Control Panel, add/remove programs, remove any flash (macromedia) related program that appears there and use the same "add" feature to install the flash setup file that you downloaded. Or upgrade or reinstall your internet-explorer and usually it will fix missing plugins like flash.

Have you tried uninstalling properly? Due to recent enhancements with the Flash Player installers, you are now only able to uninstall by using the Adobe Flash Player Uninstaller. To uninstall Flash Player, simply download the appropriate uninstaller for your system and follow the instructions on the Help page.
