Would it be better to live in Silver Spring/by 495 or in downtown DC (near MCI Center) where I could pick up the BW Parkway to get to Baltimore. How long is the commute/is there lots of traffic?

Given that choice, I'd choose living in SS, and taking the Beltway to I-95 to downtown Balto.

Now, you always want a backup plan, in case your main route is closed. So, your backup, in addition to B-W Pkwy., would be Route 29 north from SS. It's parallel to I-95, and a couple of miles west.

It will take under an hour.

The B/W parkway traveling north is usually smooth sailing until you hit some long-term construction work in Baltimore City.

I-95 usually moves well until you back up approaching the I-395 ramps leading into the city.

US 29 takes you too far west and you have to deal with congestion on I-70 as you approach I-695.

US 1 has too many traffic lights to be of any use unless you aren't in a hurry.

My best bet is to take I-95, but try to avoid the 8-9 AM hour when you approach Baltimore.
