When you apply for a student visa, they will require you to have available a certain amount of money before it is issued, and this amount is more than enough to cover basic needs. However, most student visa's do not allow you to work. You will later have to file for a work visa and/or permanent residency if you want to stay and work in Canada.
As a general rule, the prairies (Sasketchewan, Manitoba, western Ontario) are cheaper than the west coast and east coast provinces. Depending on where you will be living, you should plan on between $1200 and $1500, less if you room with other people.

It really depends on the city you are going to. Some provinces are more expensive than others.
Is your rent being paid for? What about food?

I'd say mimimum $800 - and thats if you are willing to live somewhere in shared accomodations, or somewhere that you might have to travel a bit to get anywhere.
