Atheist is a man made word, of not so many years ago. Fact is, what does God Himself call them?
Scoffers. Now, look up "scoffers" and see if that is a so called atheist.

Given the available information, the only thing we know about the person is that they believe in some god or set of gods.
Since you open the question to polytheistic religions, there is the possibility that the person in question is just participating in the normal set of beliefs for their religion. Many include gods that supposedly do cause trouble for people.
There is no guarantee that the same doesn't hold true for monotheistic religions. I'm sure you can find a die hard christian around to tell you all about Job, but the point is there is evidence within the belief structure for the god in question directly impacting someone's life in a negative way. Whether you want to call christianity monotheistic (because only one of the main players is actually called "god") or weakly polytheistic (because satan and the other main players are "totally different") is up to you.
Pure monotheistic religions, without the numbering questions of christianity, could still have this as a pillar of faith. A hypothetical belief set might be that the god is testing everyone, and so all problems encountered would have divine origin. A person with such beliefs would be acting perfectly normally to believe that their personal pain and suffering are due to the attentions of their god.
So, given the above, probably you'd call such a person either "religious" or "religious, and really depressed."

People make choices in this world each day. If we are obedient to God all these problems wouldn't be here, but we choose to sin, and that is why all the problems are in the world. God loves us and He is holy. He hates sin, but loves the sinner. Sometimes He allows pain and suffering to help us learn compassion for others, and at other times He is trying to draw us closer to Him. When things are going wrong, then we call on Him, and depend on Him more. He cries when we cry. He hurts when we hurt. When Jesus was here on earth. He has experienced everything that we have except sexual intercourse. He knows what it is like to be in a single parent home, what it is like to be tempted, and He cried when people suffered. He laughed, and had fun also. He was human, but He was God. I can't judge you for what you believe. Only God can judge you. May God bless you.

I call that someone hurting. I am sorry. Don't hate God and don't blame Him either. He loves everyone and it's not His fault for the problems of the world. It is Satan's fault! God only allows certain things to happen to show us the error of our ways and to bring us back to Himself. I am your sister in the Lord. I am not giving you a religious tirade damning you to Hell! A person who blames God is delusional. God does not cause pain and suffering. It is a byproduct of free will. For the atheist there is no paradox. God cannot cause the world's problems because he is not the instigator - he simply does not exist.

that pretty much sums up most of the non-christians i know. that's often their reason for not believing. we've all heard them, even on tv. it seems to be a part of the natural human condition. they feel out of control of things, perhaps sad and/or angry or even depressed, so they will shift blame to the one who has all of the control, regardless of if He has given people free will and a lot of advice, such as prayer and being a part of His kingdom so wrongs can begin to be righted. it really is a natural thing and just one of the many things mankind is in need of saving from.

If someone blames God for evil done by humans, that's blasphemy. If someone attributes natural occurrences to God, that's confusion about what God is (and what nature is). Either of those things is about trying to avoid taking responsibility for ourselves. Pain and suffering might be human-created or just a fact of nature.
If you are just looking for a name to call people, take your pick. They're all offensive.

A person who does that is a very angry person and doesn't want to look at their own responsibility in their lives, which then extends out to the rest of the world. Easier to just blame God.

Good question - some one who blames God for all their problems - I would say that person is ignorant of God's Word. Christians who have studied God's Word know God does not cause bad things to happen - when you turn away God - you face the World on your own - you are responsible for your own sadness - not God.
