Does a conscious city exist today? No.
Is it possible for one to exist? Yes.
Artificial intelligence is rapidly advancing. With the wireless computer networks already in place that control traffic lights, monitor surveillance cameras, and allow internet access from anywhere, I don't think it will be too many years before some cities do gain their own rudimentary intelligence.

Kinda sorta.
There is certainly a different "vibe" in San Francisco than there is in Oklahoma City.
I think much is due to the economy whether it's going up or down. Most things are linked to the economy when dealing with cities and their lives.
Seattle has been booming and it's citizens feel pro-active and robust.
But, in the context I think you are asking this -- sadly no. A city cannot have it's own consciousness anymore than a street can be cursed or a house can be haunted or a fountain granting wishes.
