Should a lady in a shorter skirt wear tights?

Is it necessary for etiquette even if her legs are smooth and shaved

It depends how short the skirt is and what im[pression you are trying to create. I would say that if you feel comfortable with your legs bare and you don't want to wear tights then don't wear them, its as simple as that.
Don't let others dictate to you though. Wear what you want.
Only exception is if you are trying to impress. If its something corporate and you turn up with bare hairy legs be prepared to deal with teh consequences. But as you said your legs are smooth just be free

It should only come down to whether the girl feels comfortable with or without them. If shes wearing a short skirt the she must know people are going to look at her legs and if shes confident enough not to worry what 'rating' they are getting. If not then wear tights (although stockings are so much better). Also it depends on sheer practicality, if its cold then wear tights as no ones legs look good when they are all blotchy because they are cold!

This is not a question of etiquette but of personal choice. You might just as well ask if a man should shave his arm pits but leave his chest looking like he's just descended from the trees. By the way, some men have hairy shoulders, do any of them shave them?

If your legs and lean and tanned then no, if they are very white then I guess tights would look a bit better, though personally if I had the legs to wear a short skirt I would just go for whatever I wanted on my legs.

Depends on how short the skirt is and how modest you are. Truth be told it is much sexier if a girl doesn't wear tights. But if you are worried about showing your knickers and really don't want men to be fantasising about you as you walk down the street, or oggling you as you sit down in a bar or restaurant in the vain hope that they'll catch a flash, then you need to be wearing tights.

Its still sexy, but tights say "no". So really it depends on your personality and how much attention you like.

Since your enquiry is about etiquette, if a lady decides to wear a 'shorter skirt' then she should be free to wear tights or not to depending on what she prefers/is more comfortable with.

If you follow ettiquette Kelly then maybe that is the case but personally I could care less about ettiquette. I go out in micro mini skirts and 5" stilettos with my hubby on date nights with no nylons! Why? This is what he enjoys seeing me in and I don't care what anyone else may say or think! We live in a free country so don't let anyone tell you what they think you should or shouldn't do. Go out and have fun! Wear what you want, when you want and where ever you want!

Depends upon the weather. Tights in winter, stockings/nylons (sheer) in the summer. If you are going for a high power/executive type job and/or meeting, it is VERY tacky to not wear some type of hosiery.
