If someone is born in Japan (or another country) and moves the USA are they an American? Would a Japanese person that moves here from Japan call himself an American?

Once they gain citizenship most do. They refer to themselves as
Japanese ancestry., not Japanese american.

Children born to American parents have duel citizenship if born overseas. I am not sure how that applies with other nations. If a Japanese person is born in Japan and then moves to the US in order for that person to become a citizen he would have to study and take the citizenship test.

They can be granted citizenship that makes them american to some degree. Under law they can have a dual citizenship and be citizens of both countries .

From an ethical standpoint i see no reason why they cannot be full americans, is there a standard for being american ? For one to become a citizen they have to know multiple areas of US history whereas as most of americans would know diddly squat about US history .

After he is naturalized, yes, he would be American. A couple of retarded respondents do not understand the meaning of Japanese-American. It means that you are American of Japanese descent. It does not mean that you have citizenships of the two countries!

YES once they become citizens. They call themselves Americans the same way Mexicans that are born here and became citizens in the past have. The Same way my wife from Cambodia does.

They can apply for citizenship like anybody else can from other countries and become a U.S. citizen whether they want to call themselves an American I guess is up to them .

No-You'd have to obtain citizenship to be an American, but you'd still technically be Japanese-American.

If they were born to American parents then yes. Other than that, not unless they gain citizanship by naturalizaton.
