ASTM stands for the AMERICAN SOCIETY OF TESTING AND MATERIALS

API might refer to the AMERICAN PETROLEUM INSTITUE or a piping standard.

So in this case you are refering to a grade of steel that meets ASTM and AP definitions for some material.

I could not find a specific reference for this material but LS might stand for low slip or low sulfur.
