I think that any being can send messages. The fact that you are a relative, however, makes the connection that much stronger.
However, there is also the chance that it may be your mind trying to help you move on as well. The death of a loved one can be hard to take.
But, it is my firm belief that the spirits of those who have passed before us DO have the ability to communicate with us- and dreams are the most common means, as our minds are not as closed to such possibilities, to such occurances, as they would normally be.
When you are asleep, your concious thought is not as incontrol as it usually is- therefore, things that society has taught us as impossible aren't restricted from gaining the normal amount of attention they would get if we didn't train ourselves to ignore them.
The reason we remember such occurances is most liely the connection the conscious and subconscious mind. Normally, they aren't so connected, and therefore, while you may recieve such messages while you are awake and conscious, your conciousness refuses to allow you acknowledge it- even though your subconscious accepts it.
I know you asked only if abeing that has passed on could send us messages, but I like to explain why, and give my reasons.

I not only believe it, it has happened. I lost my father when I was 11, I am now 38 and every so often I have some dreams that he's trying to tell me something. 5 years ago I lost my mother, And now I have dreams of the both of them. The only message I can remember when I wake up is they both keep pointing to where they first met. For years I return to that spot, just to figure it out. And last year when I brought my brothers & sisters there we met a guy that happened to be our half brother. From my fathers first marriage. Talk about spooky. Now I have 4 brothers, three sisters and a half brother.

Some of our dreams are just our mind blowing off steam. But some are actual experiences in the spirit world. The Natives
called one of their practices DREAMING. But it was really a
way to achieve astral projection, without having to meditate for
a year, because the brain waves hit a certain wavelength right
before and after sleep that helps one achieve this spiritual
state.

I am sorry, but no, I do not believe this can happen. I the Bible, in the book of Luke, chapter 16, verses 27-31 a rich man died and wanted a message to be sent to his relatives. He was told that it could not happen. Read the whole story, starting with verse 19 (I think) to see what happens in heaven and in hell. No matter where your relative is in death, I do not think they can communicate with you without you trying to reach them through a medium or psychic. And this is said by the Bible to be dangerous and forbidden, so don't try it.

I do not believe so, but if you believe that's up to you. Spirit rarely communicate with people in dreams, but I don't rule out this may happen. Most of times it is from our subconscious mind.

NO, NO, NO I do not believe it is actually your dear one. If you believe in the Bible (Old or New testament) you have to understand that this is not from God.
This is just one example of why understanding the state of the dead is so important.
Please allow me to share some quotes with you.
It states clearly that we do not know anything. It is as if we are asleep. We do not "go" anywhere. Our Spirit (breathe see Genesis 2:7) returns to God. This is literally the air we breathe that sustains our life.
We do not get our "just reward" at the time of death - see Eccl. below.
John 11:11. These things said he: and after that he saith unto them, Our friend Lazarus sleepeth; but I go, that I may awake him out of sleep. 12. Then said his disciples, Lord, if he sleep, he shall do well. 13. Howbeit Jesus spake of his death: but they thought that he had spoken of taking of rest in sleep. 14. Then said Jesus unto them plainly, Lazarus is dead.
Ecclesiastes 9: 5. For the living know that they shall die: but the dead know not any thing, neither have they any more a reward;
Luke 8: 52. And all wept, and bewailed her: but he said, Weep not; she is not dead, but sleepeth. 53. And they laughed him to scorn, knowing that she was dead.

I have found great comfort in knowing how the Bible describes our life after death. Hope this helps. I no longer worry about someone being in hell and suffering or being in heaven suffering because they are watching their loved ones going through rough times. They are simply asleep, waiting on Jesus to return and take them home.
