I don't know what part of Canada you live in, but I live in Canada, in a very rural area, and I can find any kind of food I want - organic or non-organic.
If the rest of your body is slim, it is your genetics that is giving your body its shape - larger legs. It is tough to do much about that. In oder to lose size in any part of your body you have to lose weight overall. Here are some suggestions that may help you ...
1. Eat three nutritious meals and three snacks everyday. Cut out junk food.
2. Drink lots of water - at least 8 big glasses as day. Stop drinking soda.
3. Begin a simple weight lifting program at home. Ordinary household items (tins of soup, for example) can serve as weights for beginners.
4. Buy yourself a pedometer and aim for 10,000 steps a day.
5. Record everything you eat and all you exercise to make sure you have a "calorie deficit". Two of the sites I've included will help you do that.
6. Park at the back of the parking lot instead of close to the door. Always use stairs - never the elevator or escalator.

Basically diet and exercise and when I say diet, eat healthy. Lay off the sodas, processed foods, take out, junk food too! Drink water, tons of it! That will help you slim down too. When you go to the market, stay around the perimeter, that is where the veggies, meats and cheeses are, which are best for you. Start working out. Burn more calories than you consume. Go to www.fitday.com and start a food journal. I've done this and it really helps you realize what you are consuming each day. To get rid of flab on the legs, do cardio, stairmaster or eliptical, lunges with weights and squats are the best. Good Luck~!

food is only half the battle. Go on an exersize bike daily for like 30 min and you will notice results in a few months. bikes are better then treadmills cause it will work only the legs and you can crank up the intensity. Note as well though the difference between power and toning. if you want to tone your legs, get smaller and defined muscle, cycle steady and for long periods of time (aerobic), for power, which will just take the fat and make muscle then its more about explosive power and short periods of hard exercise (anarobic)

Thats odd that just your legs are swelling. If you want to diet, and this is great. I lost 30 pounds. Dont eat fast foods, fried foods, and things like that. My husband boiled my foods, and I ate a lot of vegetables. Yes, even my meats were boiled or baked, and it was good too. Ya know how it sounds gross to boil your pork chop, but if you spice it right, its so tender. Baked was good too. As for exercising, I didnt do any until after my weight was off. Then I done a lot of walking. Its nice to go for a walk when its cool outside. Give it a try, and let me know how it goes for ya! :)
