Does the girl like makeup? A particular makeup brand that she's in love with? If it's an expensive designer brand, you could get her a gift certificate for it. If it isn't, you could go to the store, pick up a makeup bag, and fill it up with lipstick, eyeshadow, and nailpolish from the brand. Regular brands aren't too expensive, and it probably wouldn't cost more than $30 to get her a large amount of stuff.
If she likes to read, go to a local bookstore and pick up a gift certificate.
The same goes for clothing stores, gadget stores, and anything else. I prefer to get gift certificates when possible, because you can never predict someone's tastes, or if they have the very thing you picked out for them already. Good luck in the gift-hunting. :)

First, does she live with you? If not, I would highly suggest a gift card. I know that it sounds cheap, but if you buy something that she already has or doesn't want, then it is wasted.
Second, if she lives close to you, how about a day for just you and her. Something special that she will always remember.

well, get her somthing that tells her, you kow her, those mean the most. like my sisters birthday is in march and i'm already planning it.
somthing that reminds you of good memorys, or if shes a really generous person, get her like a braclet that goes to woman with breast cancer. just it all depends on her personaltiy
